Safeguarding of Children, Young People and Adults at Risk Policy

Context

The City of Liverpool College is committed to the wellbeing and development of all its students.The College recognises its contribution and duties towards safeguarding all students, especially those who are vulnerable. The College believes that all children and vulnerable people should have equality of access to the services they receive and be able to do so in an environment that is safe, secure and supportive.

Safeguarding is a term used to describe the overall safety and wellbeing of children and vulnerable adults, and for the purposes of this policy includes:

-  protection from maltreatment and/or exploitation

-  preventing the impairment of health, development and wellbeing

-  ensuring that they are growing up in circumstances consistent with the provision of safe and effective care

-  taking action to enable them to have the best outcomes

-  preventing anyone from being radicalised and/or drawn into extremism or terrorism.

The City of Liverpool College has a statutory and moral duty to safeguard and promote the welfare of children and vulnerable adults. Under the Counter Terrorism and Security Act 2015, the College and all of its staff and Governors have a legal duty to have ‘due regard to the need to prevent people from being drawn into terrorism’. The Prevent Duty has been fully integrated into all relevant policies, procedures, training and practices.

In preparing this policy we have consulted with, referred to, and worked with the Regional and Local Authority Prevent Coordinators, the Liverpool Safeguarding Adults Board and within the Liverpool Safeguarding Children’s Board’s (LSCB) Child Protection guidelines and procedures.

Responsibilities

This policy applies to all personnel working in and on behalf of the College (including contracted employees and sub-contracted provision and off-site delivery partners). This policy focuses on workplace responsibilities and in giving knowledge, understanding and guidance to staff about the responding to and reporting of safeguarding concerns.

The College’s governing body is responsible for ensuring all staff read Part One of the Statutory Guidance: Keeping Children Safe in Education: Statutory Guidance for Schools and Colleges 2016

The Director of Student Support Services is responsible for the strategic overview and implementation of this policy across the organisation and acts as the College’s Designated Safeguarding Lead.

Safeguarding and promoting the welfare of students is everyone’s responsibility. All college staff have a responsibility to provide a safe environment in which children and vulnerable adults can learn. All college staff should be prepared to identify children who may benefit from early help. All staff should familiarise themselves with Keeping Children Safe in Education: Statutory Guidance for Schools and Colleges 2016 Part One.

Objectives

The College will strive to:

-  Provide a safe environment in which children and vulnerable adults can learn

-  Provide clear guidelines and procedures for all staff so that they can respond appropriately to safeguarding and Prevent Duty concerns

-  Develop and deliver staff training packages which keep all staff up-to-date with procedures and safeguarding issues and evaluate its effectiveness in meeting this objective

-  Identify children and vulnerable adults who are suffering, or likely to suffer, significant harm

-  Recognise that students with special educational needs (SEN) and disabilities may present additional barriers when identifying potential abuse and neglect in this group

-  Act promptly and diligently on any safeguarding concerns

-  Refer concerns that a child or vulnerable adult may be at risk of significant harm to external agencies; e.g. Children’s Services, Adult Services and/or the police

-  Take appropriate action to see that such children and vulnerable adults are kept safe, including referral to external agencies where this is deemed appropriate

-  Liaise with the appropriate key partners and develop collaborative working practices which facilitate and promote the safeguarding of children and adults at risk, both within the College and within the wider community.

This policy will be revised, monitored and implemented in collaboration/following consultation with Liverpool Safeguarding Children Board, Liverpool Adult Safeguarding Board, The City of Liverpool College Wellbeing and Safeguarding Strategy Group, parents/carers and students. This policy will be reviewed and updated annually to monitor its effectiveness and in order to address any changes in legislation.
