The Strategic Plan 2015-2020

The City of Liverpool College Group is one of the leaders in Further Education, and a key delivery vehicle of skills across the Liverpool City Region and beyond. With an annual turnover in excess of £65m, over 10,000 Apprentices nationally and 20,000 enrolments in Liverpool alone, the group provides wide ranging services to employers, other providers and students.

At the heart of the group is The City of Liverpool College. The College is the only general FE college within the city of Liverpool and the largest FE college in the city region. The City of Liverpool College serves the people of the Liverpool City Region, supporting employers in creating a skilled workforce, responding to economic priorities and drivers for growth and supporting our students to achieve and progress in either education or employment.

Together with the group’s national training arm, First4Skills, the College has the ability to respond to a wide range of demands, delivering with the impact and reach of a national training provider but retaining the flexibility and responsiveness to meet local needs.

In an educational landscape that is changing ever more rapidly, the College occupies a unique space. We deliver the largest and most diverse vocational curriculum across the city region; offer a range of courses from entry level to degree; provide bespoke training hand-in-hand with employers in state of the art facilities; and continue to recruit students from a diverse range of backgrounds, supporting the college ethos of inclusivity. The College recruits from 30 of the most 100 deprived areas in England; 93% of our students go on to education or employment. We believe that the socio-economic character of our student body makes high aspirations more important, not less, and that every student who stays with us should be supported to achieve and progress.

The College supports students, communities and employers, and we believe whole-heartedly that the sum is more than its component parts – that each of the three can benefit the other. We have worked with business to realise the biggest and best opportunities for our students, and to play our part in creating a skilled workforce for the future.

This strategic plan does not aim to be all things to all people. It provides an overarching framework to support and inform the strategies and roadmaps which sit beneath it: the College’s operational plan, refreshed on an annual basis; the Curriculum strategy, informed by economic drivers; our strategic planning around HE; our annual review of the estate; and many others. Our aim for this document is to provide our stakeholders with the strategic direction of the College, and to reaffirm our commitment to prioritising their needs: employers, communities, and, most importantly, our students.

Goal One: World Class Skills in Business

The College will be one of the top five colleges in the UK, renowned for its work with employers and the impact on economic growth. We will be recognised for our ability to respond to employers’ needs and the excellence of our delivery. We will increase the volume of higher level qualifications and double our apprenticeship volumes.

Key Strategies:

  • To deliver skills of the highest quality and to continue to raise the level and ambition of our activities to world-class standards of excellence.  To meet this target we will take active steps to manage the quality of our delivery by involving employers in the design, implementation and evaluation of our provision.
  • Be truly demand led, responding quickly to the changing needs of employers.  The College will work alongside employers to understand their business needs and respond accordingly by developing qualifications and provision that is valued by employers.
  • Use economic forecasting to inform the curriculum offer.

Goal Two: Outstanding Learning and Student Experience

The College will provide a superb education and learning experience to outstanding students, irrespective of their backgrounds, and will produce students distinguished by their skills, abilities, employability and their ambition to contribute to society.

Key Strategies:

  • Enhance the quality of the student experience.  Students will be taught by well supported, enthusiastic and engaging teachers who treat students as individuals, encouraging independent learning skills.
  • Attract and enhance the quality of people (students and staff).  We will attract students based on potential, and we will recruit and develop the highest calibre of staff.
  • Ensure the quality of resources, environment facilities.  Staff and students will work and study in facilities that support 21st century learning, enable individualised, blended and distance learning, and promote a sense of place.

Goal Three: Developing Talent for Sustainable Employment

The College will be the provider of choice for those wanting to develop their employability skills, gain employment and be successful in their chosen career. We will be the partner of choice for employers to recruit the best prepared and committed talent. 

Key Strategies:

  • Employability skills for all our students. To further enhance our reputation as a leading college, we will ensure our students have a competitive advantage evident through their outstanding employability skills.
  • Outreach strategies to engage those furthest away from work or learning. We have a social and economic responsibility to actively engage and support those individuals who can benefit most from our highly successful employability programmes. We will ensure they develop skills and confidence to enter and thrive in our growing city region economy. They will have the skills and attributes employers are seeking and will be successful in either progressing into work or further learning.
  • Deliver an innovative curriculum. We will be a beacon in the city region for supplying and developing outstanding talent because of the innovative curriculum on offer. Our curriculum offer will include apprenticeships, traineeships, temporary jobs, internships, jobs, work placements, work shadowing, work experience, mentoring and coaching, employer-led workshops, access to sector specific employers, trips to visit employers’ places of work, job fairs and more. This will ensure our students are equipped with all of the skills they need to secure, keep and progress into employment.
  • Build partnerships that bring opportunities. Our partnerships will be strong and exciting in the opportunities they bring and offer an alternative to all other types of employability programmes. We will maximise the knowledge of our partners, including international partners, to identify good practice which will help us improve our advice and guidance, placements and job seeking activities. Our partners will include 1,000s of employers, the Department of Work and Pensions, LEP, National Apprenticeship Service and other delivery providers.
  • New delivery models. Existing delivery models will not bring the step change that is required to realise our ambition. We will develop a new delivery model that combines our expertise with that of our strategic partners to lever opportunities that are second to none. Our employers recruit well over 100,000 people each year and will bring these opportunities to our students in a new joint venture. We will support our students to access jobs, apprenticeships and traineeships matched to their career ambitions.
